good people doing nothing makes them 'not good'. meaning if there are no good people preventing bad actions and performs a good will, the world will be evil. evil is absence of good. people are individual and they have different ideas, wants, and needs. when good is absent, their sole actions will be aimed for their wants and needs and there will be conflicts and cause trouble.
